S Tier Water Characters
A blissfully short list because no one really comes close to this trio, except for Bartz of course. He’ll he added in the next version, coming soon! Like the other Ninja elements, Shadow also has a claim here but I’ll detail him more in the section devoted to Ninjas. Edge and Yuffie are allowed to stay because they’re meant to be Water characters.
